Some summaries give 22.5 knots. The ship’s patent-log evidence and engine revolutions can support estimates in that general range during the evening, but an ocean liner’s instantaneous speed was not recorded like a modern digital speedometer. “About 22 knots” is the safest wording because it matches the formal 1912 finding.

That makes 23¼ knots the best documented high-speed run, but it still does not prove an exact theoretical maximum under every loading, weather and machinery condition.
For ordinary readers, saying Titanic could make roughly 23 knots is fair. Saying the ship’s exact top speed was 23.0 knots is more certainty than the record supports.
Was Titanic going full speed?
The surviving evidence points to no. Lightoller told the American inquiry that Titanic was making about 21 or 22 knots and that the officers understood there was still reserve power available. J. Bruce Ismay also testified that the ship was not going at full speed at the time of the accident.
Ismay said that, if weather and machinery conditions were satisfactory, a full-speed run of several hours might be made on Monday or Tuesday. Titanic sank early Monday morning, so that planned test never took place.
This is why “near full speed” is a better phrase than “at full speed.” The ship was moving quickly and the inquiry criticized that speed, but those facts do not require claiming that every boiler and engine was being pushed to the ship’s absolute limit.
Was Titanic speeding when it sank?
There was no posted ocean speed limit that Titanic was violating in the modern road-traffic sense. The more important historical question is whether the speed was safe for the conditions. Why didn’t Titanic slow down after the iceberg warnings?
Captain Smith had information that ice lay ahead, but the night was clear. Before the disaster, a widely followed North Atlantic practice was to maintain course and speed in clear weather and depend on a sharp lookout. After the disaster, the accepted custom could no longer be defended simply because it had worked before. The inquiry’s criticism of speed became one of the clearest lessons from the collision.

Stories that Ismay ordered Captain Smith to race the ship make the disaster sound simpler than the evidence. Titanic was moving fast, but fast commercial service and an attempted record crossing are not the same thing.

Those numbers can sound modest beside a car, but they describe a ship more than 882 feet long and displacing tens of thousands of tons.
